Very recently I reviewed the 2001 Amerithrax/anthrax documents and noted that the P's and 9's are standout items, since he very apparently "enunciated" them, coupled with the fact that I've discovered that they're used to decode Zodiac Jack's documents.
I also wanna add that both Dr Steven Hatfil and Bruce Ivins were hounded and railroaded by the FBI under Robert Mueller and then AG John Ashcroft, and done so on NO sufficient evidence. The FBI then wrongfully shut down the case. Bruce Ivins may have played some role, but the basic evidence shows he could not have acted alone.

The "Please save me the otter" drawing from the anthrax case files, relates to the Ramsey case in terms of how he structurally manipulated the implied word "daughter" on line 13 of the 2nd RN page, and is only one example of how the anthrax documents compare to the Ramsey case documents.
He applied a duality of interchange between the way he made his lower case letter a's and d's on the Ramsey RN document. As a matter of fact, historically this same sort of pattern helps us identify which documents came from him.
The result is then "aaughter(sic)" for "otter." A report on this same subject is in this thread. So you can then see that shifting to the Amerithrax/anthrax case documents is not "off topic."

I've been running some of my work by some of my smarter friends these days and most point out the fact that I'm working with somewhat poor copies of the ransom note, which is something that I've been aware of since day one. The contrast density is off and too saturated and certain details are missing.
I don't know the exact chain of custody of the RN, but I can see a FOIA lawsuit taking place to get the public a high grade copy of the RN.
Another mystery is: "Who removed the weapon from the word "it" on the first RN page." Whomever did that should be considered a member of the killer's camp. There's no legitimate excuse for such a move. There's no longer a legitimate excuse for the Boulder Police to withhold access from that document. They can satisfy me by releasing a valid high density copy to the public. Again, the word "particularly" on the second RN page confirms that the RN has the weapon feature on the word "it."
The ransom note is very obviously a highly detailed document, and the question that smart people ask is: "How many drafts or trials do you think he made before settling on this draft that we see?" My answer is that it very obviously wasn't written up without a lot of planning involved, so there must have been several trial copies. There must have been an "outline, or framework" that he started...and months if not years in the making.
I still strongly assert that Zodiac Jack very probably buried or hid time capsules. So when I post GPS coordinates, LE had better damn well make serious efforts to not only check out the possible locations, they'd better take steps to see who all shows up at these same locations! Actually, they all should be working the puzzles themselves and not be waiting for me to post locations. The DB Cooper FBI FOIA files prove that we're correct in linking these crimes, that's the bottom line! "high jack" indeed!!!
       By all means...drain the swamp!
yer it.jpg
I titled this document 'yer it', and rightfully so. Study the word "delivery", sixth from the bottom, then compare it to the one at the bottom, them review ALL of the letter i's. 'yer it!'

delivery comp.jpg  The RN details by comparison to the DB Cooper "Sky Marshalls" envelope details. Apparently the simple fact that the "Sky Marshalls" envelope has little details, signals us to look for and observe such details.
(I edited this page to fix the information box on the diagram)

I've been wondering if the little figurine hanging from the letter s in "Marshalls" is supposed to represent a 'wind sock'?

Well, I certainly and readily see the connected mailings. I have a problem with agreeing that the this particular anagram that Harriet made as being a "solve". Here why: With as many letters as there are in the original document, you could come up with several different anagrams. So, what Harriet has come up with is more of a conjecture than it is a true "solve."

By comparison, the alpha to number chart that I used to decode "Victory S.B.T.C" is definitive. The raw numbers are:
22 9 [3] 20 15 18 25, from "Victory", underlined are the letters involved and they fit within: N42.015182 latitude, except that we need a 4 to change that first number 3. That we get by observing that the letter c resembles a letter J laying on it's back. J is the tenth letter of the alphabet. Given the fact that it's primarily a letter c that doubles as a "hint" of a letter J, we use the first digit of the number 10 to raise the 3 to a 4. With SBTC=192203 and PEEP=165515, you can see how these three groups of numbers fit right into the "solve" of the overall puzzle. So basically stated, 2015182 fits directly into N42.015182 and the next two groups 192203 and 165516 fit directly into -86.192203 (or W86 degrees) and -86.165516.

From there, the simple fact that these coordinates land nearest the intersection of Burke St and Garret rd (for garrote) and right on Burke St with the PEEP hint, truly makes this whole thing a "solve." It's a solve because it's an exact fit of the numbers and the very specific location they refer to.

Conversely, I assert that the Ramsey ransom note has many "structural" anagrams all over the damn thing, but by strict definition, that makes them strong hints and not "solves."

The same goes with the Pelican Butte coordinates I got out of the 340 cipher, it's strong evidence, but it's in no way a "solve" of the whole 340 cipher.

We already had a debate about Harriet being first to find FLOV on the 340 cipher. That's not a "solve" in terms of the true definition the term "solve." However, and in fact there are a total of 6ea FLO "adjacent" letter/symbol combo's that I've noted on the 340 cipher, two of them are FOL's. Again, not a "solve" but some very strong evidence. The same goes for "FolLaw" in the Ramsey ransom note, by itself it's not a "solve."

However, the totality of ALL of the evidence pushes the whole works in the direction that it is "solved" that at least three of the crimes we deal with, most definitely involved the same person, and it's "highly probable" that Jack Tarrance was that person.

A "solve" is something that can be scientifically proven. The decode of "Victory S.B.T.C" is proven by how its numbers directly and perfectly fit into a primary set of coordinates that are in closest proximity to two case keywords, coupled with how overt the whole cryptic sign off is. The Pelican Butte application of this same decode methodology bolsters the validity of the methodology. It is truly astronomically improbable for this puzzle to resolve the way it does by random happenstance. That's the the bottom line. That's why I'm very comfortable in calling it a "solve."

TerryB, this is why I almost never come here. It always has to be a negative thing with you when I share something Catseye has done. There is no place on this board for this type of behavior. I find that her "solve" whether you want to call it that or not is replicable, and that is all that is necessary for it to be considered a solve. Anagrams have been around for ions, and hers uses every letter leaving nothing out and adding nothing to it. The mere fact that it yields specific knowledge of the crime i.e., NE BC for Northeast British Columbia which BC is where the second DB Cooper letter was mailed from, and NWOA for Northwest Orient Airline which is the airline that was high-jacked is very compelling, and it reads a message... acronyms have already been seen in the Zodiac Jack arsenal of messages, so I do not know about the other acronyms being what she claims, but the NE BC and NWOA I do know and I will settle for that information as a link to the crime itself.

I still don't understand your solve or how you gave what number value to what letter, so I did not find yours replicable. I am not looking to argue by any means, but we have had solves with anagrams since Lipstick Killer which specifically identified Jack Tarrance, what are the chances of that???? Should I ignore Swearingens "solve" because you deem that other messages could be made. I say make another one out of it, and we have something to talk about. I only gave a numerical value for the letters so that other could match the letter in the line of the message to the original message that was sent.

There has also been messages anagrammed that DB Cooper indicates that he jumped in Reno rather than Oregon or California. The money placed at Tina bar was to cover up the landing point. I tend to believe what the suspect is saying far more than what LE or FBI or anyone else had tried to sell us for the last 50 years. You cannot believe everything you read. This is why no one is even close to figuring out the truth. They already know the truth, and they have spent years covering their tracks...

Nanette, I don't believe that I'm being one bit negative here with how I view the word "solve", or better yet "solved". I looked up the definition of the word "solve," and the answer is that you and her are using is in terms of a synonym for the word "answer", whereas I'm using it in a "mathematically" sense. Unlike the way that catseye used to be condescending to many people, I'm simply using "solve" in the "solved" or mathematically sense, or perhaps a purist sense. That's the point that I've trying to make regarding the use of that word. To my way of thinking the word "solve" equals an irrefutable answer.

As far as you not being able to follow the methodology used on the cryptic sign off...I'm struggling with a simpler way to explain it to you. However, and I don't mean to be condescending here, but I've run this document and the methodology used by several of my smart friends and they all "get" it. Some have even added useful comments about it. Not even an hour ago, one of my smartest friends stated that the "coordinates are not gonna happen by ransom chance and land near Burke St and Garret Rd."
I don't mean to be condescending, but start with this complete chart: a=1,b=2,c=3,d=4,e=5,f=6,g=7,h=8,i=0,J=10,K=11,L=12,M=13,N=14,
0=15,P=16,Q=17,R=18,S=19,T=20,U=21,V=22,W=23,X=24,
Y=25, and finally Z=26.
Now apply it to the letters involved and the number code.
peep box.jpg  peep box 3.jpg  Follow this last diagram clockwise. Remember that many of the letter d's on the Ramsey RN were drawn to resemble a noose. Proof of this is in the word "dog." The P's were apparently drawn to resemble male genitalia and act as pointers, as evidenced by the one that points to the word "cuntry", with it's diminished letter o. All of the d's and P's apparently had their own distinctive characteristics. The last P has a capital letter D for the testicles, hence a Detroit hint, and a shank shaped like Lake Michigan, and it points to the cryptic sign off.

Somehow this diagram failed to go through: SBTC 1b.jpg  Follow this diagram clockwise. Write the numbers out for yourself. Slow down, relax, be patient and focus carefully.
Added: Note in the middle chart on the last post, the box titled "raw" key code numbers, that's how you get the basic numbers, which fit perfectly within the coordinates I've shown.

I got the alpha numeric value, just couldn't figure out how you came to your numbers. Why stack and add the first three the way you did, but then the rest you simply added to the back side. Is there some triggering factor that caused you to stack some and follow with others? This is where the solve becomes subjective for me. An anagram is just that, an anagram and anyone knows how that works.

OK, I see. There's no anagram being used here Nanette. Let's slowly take this one step at a time. catseye's thing on the Hospitality card is an anagram...and I have no problem with that simple fact alone.

1)Each letter equals a number from the alphabet, and by it's rank in the alphabet. Hence, stepwise: 'Victory' renders 22 for the letter V, 9 for the letter I, 3 for the letter c, 20 for the letter t, 15 for the letter o, 18 for the letter r, and 25 for the letter y.

2) We can skip 22 and 9 because the V serves as the dyslexic letter N and the i serves as the colon, both based on their apparent structure. Hence a "N:" hint, which is the tip-off that the sign-off represents a set of coordinates. Leaving this string of numbers: 320151825. We can also skip the last letter 5, because it isn't necessary and has no effect on the outcome. Hence a raw number of 32015182

Are you with me so far?

Don't end up feeling stupid, because you're helping me to better communicate this whole thing. I  truly mean that Nanette. Thank you!  BTW, I goofed and had to repair that last number string.

I get the alpha numeric value once again. I understand what an anagram is versus alpha-numeric labeling. I do not think that you are reading my messages. I know how you got your numbers and how you subjectively feel about throwing out the "V" and : as you put it, what I said was that I do not understand how you decide to stack the first 3 numbers to come up with a stair-stepping adding system which I do not understand either. What made you position them the way you did, what made you stack them, and what made you add them together to come up with 420? This is where you lose me right after the beginning of telling us what you think "Vi" means to you as if it is based on some known system. Actually, I really don't care because I am not interested in figures or characters representing the alphabet. It is as foreign to me as the JFK thing, so I am not wanting to get involved.

What you are doing is no different than what Catseye is doing which is trying to make something out of something. I am interested only if the information lends to evidence already known. I do not know what your solve is supposed to prove by giving a location to a street named Burke in Michigan when the murder occurred in Colorado. I know Ramsey had a home there, and I know that Jack visited the area and was extremely familiar with the Michigan area. This is where Jack's brother met his wife that I was able to interview. So exactly what does the coordinates prove in your mind?

OK Nanette, I'll address the next question, which was "why stack and add the first three." The short answer is; I didn't stack those three the way that you're thinking.

1) For this puzzle to offer a valid set of coordinates, we'd have to have a number 4 instead of that number 3. The number 3 came from the letter c. But notice that it also resembles a letter J laying on it's back. The letter J is the tenth letter of the alphabet, or a 10.

2) We can apply that number 10 two different ways here.  But remember that it's primarily still a letter c, that's also posing as a letter J. One of the ways to use it, is to think of adding it to the 3 as a value of 1, because it's simply one more letter than just the letter c is, but it's still located in the same position as the c is. It's a "significant" hint or detail here, so I simply used it's first "significant" digit, which is the number 1. That's why I stacked the 10 in that position and gave the zero from the number 10, no added value.

3) I see the confusion here, Nanette. I stated that I was adding the "digits," and I was counting the 0 in 10, as a separate digit. So, I can't count the J as a full 10, because the letter is still primarily a letter c posing and hinting as a letter J. (Hey, it's a lazy J, hint-hint!) It doesn't merit a full value of 10, because it's laying down on the job.

In summary, as they say "my bad", Nanette. I'm gonna fix it to show the concept of raising the 3 by one count, based on it's hint of being also a lazy letter J, thereby simplifying the whole thing. In other words the letter c is predominantly what it is and I'll raise it to a 4 count by granting the addition of a number 1 to it.

4) Using -86 as the longitude prefix, is basically an assumption based on the hint that the sign-off hints at both Detroit and Lake Michigan, in which Lake Michigan is located at 86 degrees west.

5) You can then see how the end results bolsters the methodology.

BTW, I actually discovered the two additional FOL's on the 340 cipher by attempting to use the zig-zag Pelican Butte trail road pattern on the face of the 340 cipher as a transparent decoding device. So far, that's as much as I've gotten out of that whole idea.
